Pinpointing Property Owners Through Google Earth?

Is it possible to use Google earth to get a location (such as a latitude and longitude) and then to find out who owns that piece of ground? Is there some database of property holdings that I could consult? I'm willing to pay a fee as well for the records.Pinpointing Property Owners Through Google Earth?
The first poster is right these records would be at your county assessor or recorder' s office. The easiest way would be to call a local Land Title Company you will need a parcel number or an address( the big ones are First American Title , Fidelity National Title, Stewart Title and LandAmerica, google them ) and ask for a property profile / Ownership and Encumbrance Report or a Preliminary Title Report or a Title Commitment on the property. No. that information (in the U.S.) is generally contained in county-level records.
